Stuart Ballingall, Executive General Manager
Stuart holds a Master of Business Administration, a Bachelor of Engineering with Honours and is a graduate of the Australian Institute of Company Directors course. He is also a PhD candidate at University of Melbourne researching safety assurance for automated driving systems. Stuart has over 20 years' experience in the automotive and transport sectors, including executive leadership roles at VicRoads, Austroads and Transport for Victoria.
He has significant board and committee experience, including with the Australasian New Car Assessment Program (ANCAP) Board of Directors, the National Positioning Infrastructure Advisory Board, the national Land Transport Technology Working Group, and several other national and international committees on vehicle and transport technologies.
Stuart brings to TCA proven success in leading large business units and delivering complex technical programs, particularly in areas of intelligent transport systems, automotive engineering, information services, and policy and regulatory reform. He is recognised nationally and internationally for his leadership in emerging transport technologies and his focus on driving transformational change and delivering positive outcomes. 

Heather Hausler, General Manager Corporate Operations

Heather holds a Master of Public Policy & Management, a Bachelor of Business degree, Victoria College and a range of industry qualifications. In 1998 she was a state finalist in the Telstra Business Women’s Awards. She has also been a member of professional organisations and committees—and is a current member of the Australian Institute of Company Directors and Australian Human Resources Institute.

She has over 30 years in government administration, corporate services, governance, security, finance and business services and human resources, with experience in executive management roles at Fair Work Building and Construction, Fair Work Ombudsman, Australian Building and Construction Commission, Department of Employment and Workplace Relations, among others.

Heather brings to TCA a demonstrated commitment to integrity, senior executive experience across agencies and proven ability to manage change and respond to and initiate new directions. 

Gavin Hill, General Manager Strategy and Delivery

Gavin holds a Masters Degree in Public Administration and an Honours Degree in Economics.

He has two decades of experience working on transformational technology and regulatory reforms in the transport sector. Previous roles include senior policy advisory positions in the Office of the Minister for Transport and Roads and the Department of Premier and Cabinet (NSW), as well as management roles at the Roads and Traffic Authority and Austroads.

Gavin is widely recognised internationally, having been invited to work with the OECD (Organisation for Economic Cooperation and Development) on global transport and technology initiatives, and is a Board member of the International Forum for Road Transport Technology.

Gavin brings to TCA leadership in working with stakeholders to develop strategies and delivery measurable outcomes.

Mike Flavel, General Manager Operations
Mike holds a Bachelor with Honours Degree in Electrical and Computer Engineering. He has over 26 years' experience in general management, operations, engineering and business transformation with a passion and demonstrated success in leading significant customer experience and business performance improvement initiatives.
Previous roles include senior management roles at Visionstream, Silcar and Telstra, and as a systems engineer in the Overseas Telecommunications Commission.
Mike brings to TCA leadership and passion in exceeding customer expectations and developing strategies for business improvement both nationally and internationally.
