Cooperative Intelligent Transport Systems

Cooperative Intelligent Transport Systems (C-ITS) use wireless technologies to communicate wirelessly between vehicles, roadside infrastructure and other road users.

C-ITS enables a range of services and uses to improve safety and efficiency in the transport network. C-ITS systems are closely linked to Connected and Automated Vehicles (CAV) and Smart Cities.

Security policy for C-ITS: Harmonisation Task Group 6

TCA participated in Harmonisation Task Group (HTG) 6 which met between January 2014 and July 2015.

The objective was to develop a security policy framework for C-ITS that identifies key areas for harmonisation across jurisdictional and international boundaries.

The significant work of HTG6 identified security principles and global standards to foster the development and adoption of safer, cost-effective and sustainable C-ITS.

Harmonisation is a critical step in delivering a trustworthy, cooperative and cross-jurisdictional environment. It sets the foundations for operational applications of C-ITS for many years to come.

HTG6 acknowledged TCA’s leading role in the developing ITS frameworks that are internationally recognised and adopted. TCA’s experience in administering the National Telematics Framework, its knowledge of international standards development, and its ability to manage the intersection between policy, technical, commercial and operational issues were crucial to the success of HTG6.

TCA brought expertise in delivering a commercially viable security environment, and its operational knowledge of the core systems and policies that will underpin international deployments of C-ITS.

Standards, architecture and gap analysis – Harmonisation Task Group 7

HTG7 is a collaborative, international effort to identify how existing standards could support C-ITS deployments and the risks and gaps that exist.

HTG7 is focussed on security solutions and standards to enable first stage deployments of C-ITS, with a vision for full, global deployment.

HTG7 is co-led by representatives of the European Commission, US Department of Transport and TCA. The members of HTG7 are policy analysts and technical experts with hands-on experience in C-ITS implementation, and security in related fields.

HTG7’s objectives are to:

  • Consolidate previous HTG approaches to security for C-ITS – namely to incorporate, evolve and extend awareness and consensus on the work of HTG6
  • Explore and find consensus on gaps – differences in technical or policy requirements or capabilities – in standards for local, regional and international C-ITS environments
  • Develop a cooperative and prioritised plan based on common needs
  • Address the need for globally unique identifiers for C-ITS
  • Identify the C-ITS standards that overlap with and support those relating to connected vehicle automated systems
  • Identify the immediate and future relevance of C-ITS work streams for Smart Cities initiatives.

HTG7’s results are focussed on standards to enable first stage deployments of C-ITS, but will also have a vision for full, global deployment. The final result is a series of reports intended to inform and be used by C-ITS implementers and policy makers.
