TMA PBS Vehicle Mass Monitoring Scheme (NSW)

The TMA PBS Vehicle Mass Monitoring Scheme (NSW) uses the Telematics Monitoring Application (TMA) of the National Telematics Framework.

The scheme is made available by the Transport for NSW to monitor road utilisation, mass and vehicle configuration of eligible PBS vehicles at General Mass Limits (GML), Concessional Mass Limits (CML) or Quad-Axle Mass Limits 1 (QML1) on approved routes of the NSW road network. Vehicles must travel at bridge formulae compliance Tier 1 mass limits.

To participate in the scheme, transport operators must conform with the requirements specified within the National Class 2 Performance Based Standards Vehicle (Tier 1) Authorisation Notice and applicable permit available on the NHVR website.

An applicable permit, also available on the NHVR website, provides conditions of travel for PBS vehicles that are required to monitor mass and vehicle configuration on stated areas and routes in NSW.

Eligible vehicles must be fitted with a TCA-approved telematics device and a Smart OBM system (i.e. an OBM system approved by TCA to Category B or C).

Transport operators can enrol vehicles in the scheme by contacting a certified application service provider (ASP).

TCA must approve telematics devices and Smart OBM systems used in the scheme. The telematics device used in this scheme will generate position records and report them to TCA. The Smart OBM system used in this scheme will generate mass and configuration records. The ASP will report data records to TCA no less frequently than monthly.

Unless required by law, TCA will destroy the telematics data it has received relating to the transport operator’s nominated vehicle(s) 12 months from its receipt of the data.

TCA will analyse data received through the TMA application, and reports will be made available via the Telematics Analytics Platform (TAP).

Note: Transport for NSW has commenced a transition period from 1 December 2022 until 31 May 2024 such that:
• From 1 December 2022, any new enrolments of eligible PBS vehicles must be in this scheme of the TMA application only. From this date, eligible PBS vehicles must not enrol in a related IAP scheme or operate under ‘Interim OBM’.
• If an eligible PBS vehicle was enrolled in a related IAP scheme before 1 December 2022, it may continue its enrolment until 31 May 2024. Enrolment may be cancelled in the IAP scheme and commenced in this scheme of the TMA application if eligibility criteria are met.
