TMA ZEHV Monitoring Scheme (NSW)

About the scheme

The TMA ZEHV Monitoring Scheme (NSW) uses the Telematics Monitoring Application (TMA) application of the National Telematics Framework.

The scheme is made available by Transport for NSW to monitor road utilisation of eligible zero emission heavy vehicles (ZEHV) on the ZEHV network in New South Wales.

A ZEHV is a new or retrofit vehicle, with a gross vehicle mass (GVM) or aggregate trailer mass (ATM) of over 4.5 tonnes mass, that generates no tailpipe carbon emissions measured in terms of carbon dioxide equivalent.

Eligibility

To participate in the scheme, transport operators must conform with the requirements specified within the New South Wales Class 3 Zero Emission Vehicle Mass and Dimension Exemption Notice (‘Notice’), available on the NHVR website. The Notice describes eligible vehicles for the scheme and any characteristics of those vehicles, as well as approved routes of the road network in New South Wales.

How to enrol

Step 1 – Choose a certified Application Service Provider (ASP) and assist the ASP with any information it needs to complete the enrolment process.

Step 2 – Your ASP will ensure the telematics device is installed in your vehicle and certified by TCA. The telematics device will generate position records and report them to TCA. The ASP will report data records and enrolments to TCA no less frequently than monthly.

Step 3 – Eligible vehicles must also be fitted with a TCA-approved Smart OBM system. Confirm with the ASP that a Smart OBM system is installed on the prime mover and trailers, and is paired to operate with that certified ASP.

Frequently asked questions

The telematics device in your vehicle generates position records. TCA uses the position records to derive information about your vehicle’s movement and speed.

As vehicle configuration and mass data is required by the scheme, TCA collects the data via the Smart OBM systems installed.

TCA will analyse data received through the TMA application and make reporting available via the Telematics Analytics Platform (TAP). Access to reporting is managed by TCA and shared with the appropriate authority.

Unless required by law, TCA will destroy the telematics data it has received relating to the transport operator’s nominated vehicle(s) 12 months from its receipt of the data.
