RIM HPLV Monitoring Scheme (VIC)

About the scheme group

The RIM HPLV Monitoring Scheme (VIC) is available by the Department of Transport and Planning (DTP), Victoria, to monitor road utilisation of eligible high performance livestock vehicles (HPLV) on the Victorian road network.

The scheme is associated with the Road Infrastructure Management (RIM) application of the National Telematics Framework.

Definitions

HPLVs are Class 3 heavy vehicle combinations that exceed 26 metres in length, are designed to move livestock, and fall outside the PBS scheme that applies to high productivity freight vehicles.

HPLV road network access in Victoria is based on meeting the reference vehicle designs and other requirements stated in Victoria’s High Productivity Livestock Vehicle Pre-Approved Permit Information Sheet, which is available, along with applicable content, on the National Heavy Vehicle Regulator (NHVR) website.

Eligibility

To participate in the scheme, transport operators must conform with the requirements specified within an applicable Class 3 permit, available on the NHVR website. The permit describes eligible vehicles for the scheme and any characteristics of those vehicles.

How to enrol

Step 1 – Choose a registered or certified Application Service Provider (ASP) and assist the ASP with any information it needs to complete the enrolment process.

Step 2 – Eligible vehicles must be fitted with a telematics device or similar. The telematics device or similar will generate position records and report them to TCA. The ASP will report data records and enrolments to TCA no less frequently than monthly.

Frequently asked questions

Data generated from enrolled vehicles is sent to TCA from each ASP. Aggregated and de-identified reports are made available to Department of Transport and Planning (DTP), Victoria, and participating local governments via the Telematics Analytics Platform (TAP).

Unless required by law, TCA will destroy the telematics data it has received relating to the transport operator’s nominated vehicle(s) 12 months from its receipt of the data.
