TMA Containerised Freight Vehicle Monitoring Schemes (WA)

About the scheme

The TMA Containerised Freight Vehicle Monitoring Schemes (WA) are made available by Main Roads Western Australia (MRWA), to enable the monitoring of the movements (and mass, as applicable) of eligible heavy vehicles carrying containerised freight on the Western Australian road network.

This scheme group consists of two schemes:

  • TMA Containerised Freight Vehicle with Smart OBM Monitoring Scheme (WA)
  • TMA Containerised Freight Vehicle without Smart OBM Monitoring Scheme (WA)

The scheme associated with the Telematics Monitoring Application (TMA) of the National Telematics Framework.

Definitions

This scheme defines a ‘containerised freight vehicle’ as a heavy vehicle that carries standardised and reusable intermodal containers to import or export various products. An example is a vehicle with trailers that carry shipping containers.

Eligibility

To participate in a TMA Containerised Freight Vehicle Monitoring Schemes (WA), a transport operator must conform with the requirements specified within the instrument of access approval, which consists of a Western Australian government permit. Eligible vehicles are defined in the instrument of access approval.

How to enrol

Step 1 – Choose a certified Application Service Provider (ASP) and assist the ASP with any information it needs to complete the enrolment process.  If the applicable permit requires mass and vehicle configuration to be monitored, the ASP must also be certified to provide services for TMA with the Smart OBM feature.

Step 2 – Your ASP will ensure the telematics device is installed in your vehicle and certified by TCA. The telematics device will generate position records and report them to TCA.

Step 3 – If the applicable permit requires mass and vehicle configuration to be monitored, eligible vehicles must also be fitted with a TCA-approved Smart OBM system. The Smart OBM system used in the scheme will generate mass and configuration records. Confirm with the service provider that a Smart OBM system is installed on the prime mover and trailers and is paired to operate with that certified service provider. The ASP will report data records and enrolments to TCA.

Frequently asked questions

For the TMA Containerised Freight Vehicle with Smart OBM Monitoring Scheme (WA), mass is monitored by a TCA-approved Smart OBM system.

For the TMA Containerised Freight Vehicle without Smart OBM Monitoring Scheme (WA), permit conditions require enrolled vehicles to be weighed at weigh stations along their route. That data must be reported to MRWA and is not part of this scheme. The telematics device in your vehicle generates position records. TCA uses the position records to derive information about your vehicle’s movement and speed.

If vehicle configuration and mass data is required by the scheme, TCA collects the data via the Smart OBM systems installed.

Your ASP will send data generated from your enrolled vehicles to TCA. TCA will make reporting available to MRWA via the Telematics Analytics Platform (TAP), in the form of interactive maps and reports.
