The Telematics Monitoring Application (TMA) provides a flexible and cost-effective approach to managing heavy vehicle access using telematics.
TMA monitors parameters of location, time and identity of enrolled vehicles. Optional features include the monitoring of mass (with a Smart OBM system) and vehicle configuration, or the self-declaration of data through a user interface. Road managers or regulators will advise transport operators when enrolment of vehicles in a TMA scheme is required.
Limitations of TMA data
TMA is a Level 2 assurance application. Data generated from Level 2 assurance applications should not be solely used or relied upon for law enforcement purposes under the Heavy Vehicle National Law (HVNL).
Note: Only data collected from Level 3 assurance applications, such as the Intelligent Access Program, can be used as prima facie evidence for HVNL enforcement purposes.
Enrolling vehicles in TMA
Certified Application Service Providers (ASPs) can help transport operators to enrol in TMA schemes. A list of certified ASPs is available at the bottom of this page.
Some TMA schemes rely on telematics data from a telematics device and a Smart On-Board Mass (Smart OBM) system. A table showing existing pairings between TCA’s type-approved telematics devices and Smart OBM systems, along with their suppliers, is available on the TCA website.

Using telematics devices or Smart OBM systems already fitted to your vehicle
All telematics devices type-approved by TCA to Level 2 assurance can be used for TMA enrolments.
Transport operators can also have their existing telematics device(s) or OBM system(s) assessed or type-approved by TCA (if not already type-approved). Contact us for more information.
