National Telematics Framework enables global providers to meet Australia’s heavy vehicle regulatory requirements

Transport Certification Australia (TCA) has welcomed Webfleet, a certified Application Service Provider (ASP), as a new provider of Smart On‑Board Mass (OBM) capability through the National Telematics Framework.

The milestone was marked by a visit to Australia by Marcelo Godinho, Webfleet’s Vice President Fleet Management Solutions – LATAM, Middle East, Africa, Australia and New Zealand. The visit was significant as it highlights how global technology providers are supporting the Australian and New Zealand heavy vehicle industry by obtaining TCA certification.

Webfleet was first certified in February 2024 as an application service provider for both Telematics Monitoring Application (TMA) and Road Infrastructure Management (RIM) applications under the National Telematics Framework. Webfleet has further invested in its product offering by adding Smart OBM to its certification.

Marcelo Godinho said TCA certification was essential for relevance in the local market.

“This is an important milestone for us in Australia,” Godinho said. “For heavy transport, many large fleets require OBM capability as a baseline. Without it, it is very difficult to operate effectively in this market. Achieving certification allows us to be more relevant for customers and better aligned with Australia’s operating environment.”

Australia’s heavy vehicle sector operates within a nationally consistent assurance framework that supports the safe and trusted use of telematics data, while remaining clearly separated from regulatory and enforcement functions.

Gavin Hill, representing Transport Certification Australia, said the National Telematics Framework was designed to provide governments and industry with confidence in how telematics technologies perform and how data is collected and used.

“The Framework provides an independent, nationally consistent assurance mechanism that supports the use of telematics for public purpose outcomes,” he said.

“Certification gives confidence that technologies meet defined performance and data requirements, while allowing operators and technology providers to innovate within a trusted system.”

Gavin said by offering Smart OBM, Webfleet is demonstrating how the Framework supports practical implementation without prescribing commercial relationships.

“Our role is to administer the Framework and provide assurance,” he said. “This Framework   enables governments, road managers and industry to rely on trusted data to inform decisions.”

For Webfleet, offering Smart OBM represents a significant progression in its Australian market strategy, following earlier accreditation for telematics monitoring applications. Godinho said the process required deliberate investment and adaptation to local requirements.

“OBM was a critical part of that journey,” he said. “It took time to integrate and certify, but it allows us to engage properly with Australian heavy transport operators and to have more meaningful conversations about performance, safety and efficiency.”
