TMA PBS Vehicle Monitoring Schemes (NSW)

About PBS Vehicle Monitoring

TMA PBS Vehicle Monitoring Schemes use the Telematics Monitoring Application (TMA) of the National Telematics Framework.

The schemes are made available by Transport for NSW.

Performance-Based Standards (PBS) road network access in NSW is based on four PBS performance levels (1–4) and access classes ‘A’ and ‘B’ as stated in the PBS Network Classification Guidelines and as shown below.

PBS Performance LevelAccess Class ‘A’Access Class ‘B’
1≤ 20 meters in length≤ 20 meters in length
2≤ 26 meters in length≤ 30 meters in length*
3≤ 36.5 meters in length ≤ 42 meters in length
4≤ 53.5 meters in length≤ 60 meters in length
* PBS Level 2B vehicles may also be greater than 30 meters in length as allowed under an NHVR-issued permit.

Eligible PBS vehicles must operate at General Mass Limits (GML), Concessional Mass Limits (CML) or Quad-Axle Mass Limits 1 (QML1) at bridge formulae compliance Tier 2 or 3, and comply with entry rules on the Transport for NSW website and PBS road network access conditions. The following table shows the applicable instrument of access approval for PBS vehicles by PBS performance level.

The following table shows the applicable instrument of access approval for PBS vehicles by PBS performance level.

* Other eligible PBS combinations operating at GML, CML or QML1 at bridge formulae compliance Tier 2 or 3 not eligible for operation under the Notice above.

For details on eligibility under an instrument of access approval listed in the table above, refer to guidance material available from the Transport for NSW website.

Transport operators must conform with the requirements specified within the applicable Notice or permit available from the National Heavy Vehicle Regulator (NHVR). Enrolment in an appropriate scheme of the TMA application is one of these requirements.

Enrolling in a TMA PBS Vehicle Monitoring Scheme (NSW)

Eligible vehicles must be fitted with a TCA-approved telematics device.

Transport operators can enrol vehicles in one of the following TMA PBS Vehicle Monitoring Schemes by contacting a certified Application Service Provider (ASP):

  • TMA PBS Level 1 Vehicle Monitoring Scheme (NSW)
  • TMA PBS Level 2A Vehicle Monitoring Scheme (NSW)
  • TMA PBS Level 2B ≤ 30m Vehicle Monitoring Scheme (NSW)
  • TMA PBS Level 2B > 30m Vehicle Monitoring Scheme (NSW)
  • TMA PBS Level 3A Vehicle Monitoring Scheme (NSW)
  • TMA PBS Level 3B Vehicle Monitoring Scheme (NSW)
  • TMA PBS Level 4A Vehicle Monitoring Scheme (NSW)
  • TMA PBS Level 4B Vehicle Monitoring Scheme (NSW).

Data generated from enrolled vehicles is sent to TCA from each ASP. Reports are made available to Transport for NSW and participating local governments via the Telematics Analytics Platform (TAP).
