About PBS Vehicle Monitoring
RIM PBS Vehicle Monitoring Schemes use the Road Infrastructure Management (RIM) application of the National Telematics Framework.
Performance-Based Standards (PBS) road network access in NSW is based on four PBS performance levels (1–4) and access classes ‘A’ and ‘B’ as stated in the PBS Network Classification Guidelines and as shown below.
Eligible PBS vehicles must operate at General Mass Limits (GML), Concessional Mass Limits (CML) or Quad-Axle Mass Limits 1 (QML1) at bridge formulae compliance Tier 1, and comply with entry rules on the Transport for NSW website and PBS road network access conditions.

The following table shows the applicable instrument of access approval for PBS vehicles by PBS performance level.

Transport operators must conform with the requirements specified within the Notice or permit available from the National Heavy Vehicle Regulator (NHVR) . Enrolment in an appropriate scheme of the RIM application is one of these requirements.
How to enrol
Transport operators can enrol vehicles in one of the following RIM PBS Vehicle Monitoring Schemes:
- RIM PBS Level 1 Vehicle Monitoring Scheme (NSW)
- RIM PBS Level 2A Vehicle Monitoring Scheme (NSW)
- RIM PBS Level 2B Vehicle Monitoring Scheme (NSW)
- RIM PBS Level 3A Vehicle Monitoring Scheme (NSW)
- RIM PBS Level 3B Vehicle Monitoring Scheme (NSW)
- RIM PBS Level 4A Vehicle Monitoring Scheme (NSW)
- RIM PBS Level 4B Vehicle Monitoring Scheme (NSW).
Step 1 – Choose a registered or certified Application Service Provider (ASP) and assist the ASP with any information it needs to complete the enrolment process.
Step 2 – Your ASP will ensure the telematics device is installed in your vehicle and certified by TCA. The telematics device will generate position records and report them to TCA.

Frequently asked questions
Data generated from enrolled vehicles is sent to TCA from each ASP. Aggregated and de-identified reports are made available to Transport for NSW and participating local governments via the Telematics Analytics Platform (TAP).
Unless required by law, TCA will destroy the telematics data it has received relating to the transport operator’s nominated vehicle(s) 12 months from its receipt of the data.
