Obtaining Type-Approval for a Telematics Device

TCA can type-approve telematics devices against the Telematics Device Functional and Technical Specification at either Level 2 Assurance or Level 3 Assurance.

The specification contains the requirements to be met for TCA to type-approve a telematics device for use at either Level 2 Assurance or Level 3 Assurance.

The cost for telematics device type-approval is established on a cost recovery basis and varies based on the level of assurance sought, and the complexity of the testing and assessment necessary.

The indicative cost of telematics device type-approval is detailed below and payable by the applicant. Where significant retesting is required to validate certain requirements or a device is less complicated that we estimate, the actual cost of type-approval may vary from this.

TCA will provide, on request, a more detailed non-binding indicative quote for a particular telematics device type-approval, based on the need for detailed assessment and testing.  This occurs as part of the initial application and checklist stage.

Level 2 Assurance

Cost breakdown payable at the commencement of each stage:

Application and checklist	$2,000 (excl. GST)
Risk-focused review and testing	$16,000 (excl. GST)
Type-approval	$2,000 (excl. GST)
Total	$20,000 (excl. GST)

Level 3 Assurance

Cost breakdown payable at the commencement of each stage:

Application and checklist	$10,000 (excl. GST)
Risk-focused review and testing	$25,000 (excl. GST)
Type-approval	$5,000 (excl. GST)
Total	$40,000 (excl. GST)

Note: The costs TCA applies are for suppliers intending to commercialise their devices to consumers. These costs do not apply to assessments of transport operator systems that are not commercialised.

If the applicant’s telematics device has previously been type-approved and endorsed for a TCA program in full or in part, TCA will also take this into consideration. In this event, TCA may provide on request, a non-binding, indicative quote for a particular telematics device type-approval.

If it is necessary for an applicant to repeat any of the stages of the type-approval process (including repeat testing of the telematics device against one or more requirements of the specification), TCA reserves the right to charge an additional fee that will depend on the level of remedial action or retesting required.

An applicant can withdraw from the type-approval process at any time with no further cost liability beyond that already accrued.
Note: Fees already paid by the applicant are not refundable.

TCA reserves the right to adjust the cost for telematics device type-approval at its discretion.

Certificate of Conformance

A Certificate of Conformance Telematics Device will be provided by the supplier or an agent, distributor or retailer at the point of supply to the end user for each telematics device supplied.

Certificate of Conformance for each telematics device supplied to an end-user (payable to TCA by the telematics device supplier)

$20 per certificate (excl. GST)

TCA reserves the right to adjust the certificate fee at its discretion.
