About the scheme
The TMA Class 3 LZEHV Monitoring Scheme (VIC) uses the Telematics Monitoring Application (TMA) of the National Telematics Framework.
The scheme is made available by the Department of Transport and Planning, Victoria, to monitor road utilisation of eligible Class 3 low or zero emission heavy vehicles (LZEHV) on approved routes of the road network in Victoria.
An LZEHV is a heavy vehicle that has relatively low or no tailpipe emissions. Examples include battery electric vehicles, hybrid electric vehicles, fuel cell electric vehicles and diesel vehicles at Euro 6 or above.
Eligibility
To participate in the scheme, transport operators must conform with the requirements specified within an applicable permit, available on the NHVR website. The permit describes eligible vehicles for the scheme and any characteristics of those vehicles, as well as approved routes of the road network in Victoria.
How to enrol
Step 1 – Choose a certified Application Service Provider (ASP) and assist the ASP with any information it needs to complete the enrolment process.
Step 2 – Your ASP will ensure the telematics device is installed in your vehicle and certified by TCA. The telematics device will generate position records and report them to TCA. The ASP will report data records and enrolments to TCA no less frequently than monthly.
Step 3 – Eligible vehicles must also be fitted with a TCA-approved Smart OBM system. The Smart OBM system used in the scheme will generate mass and configuration records. The ASP will report data records and enrolments to TCA no less frequently than weekly. Confirm with the service provider that a Smart OBM system is installed on the prime mover and trailers and is paired to operate with that certified service provider.

Frequently asked questions
TCA will analyse data received through the TMA application and make reporting available via the Telematics Analytics Platform (TAP). Access to reporting is managed by TCA and shared with the appropriate authority.
Unless required by law, TCA will destroy the telematics data it has received relating to the transport operator’s nominated vehicle(s) 12 months from its receipt of the data.
