About PBS Level 1–4 Vehicle Monitoring
TMA PBS Level 1–4 Vehicle Monitoring schemes use the Telematics Monitoring Application (TMA) of the National Telematics Framework.
The schemes are made available by Transport for NSW.
Performance-Based Standards (PBS) road network access in NSW is based on four PBS performance levels (1–4) and access classes ‘A’ and ‘B’ as stated in the PBS Network Classification Guidelines and as shown below.
PBS vehicles may operate on approved network routes shown on the TfNSW PBS map and as described in the following table if they comply with entry rules on the Transport for NSW website and PBS road network access conditions.
Transport operators must conform with the requirements specified within the applicable Notice or NHVR permit. Enrolment in an appropriate scheme of the TMA application is one of these requirements.
Enrolling in a TMA PBS Level 1–4 Vehicle Monitoring Scheme (NSW)
Transport operators can enrol vehicles in one of the following TMA PBS Level 1–4 Vehicle Monitoring schemes by contacting a certified Application Service Provider (ASP):
- TMA PBS Level 1 Vehicle Monitoring Scheme (NSW)
- TMA PBS Level 2A Vehicle Monitoring Scheme (NSW)
- TMA PBS Level 2B ≤ 30m Vehicle Monitoring Scheme (NSW)
- TMA PBS Level 2B > 30m Vehicle Monitoring Scheme (NSW)
- TMA PBS Level 3A Vehicle Monitoring Scheme (NSW)
- TMA PBS Level 3B Vehicle Monitoring Scheme (NSW)
- TMA PBS Level 4A Vehicle Monitoring Scheme (NSW)
- TMA PBS Level 4B Vehicle Monitoring Scheme (NSW)
- TMA PBS Vehicle Mass Monitoring Scheme (NSW).
An eligible vehicle must be fitted with a TCA-approved telematics device to participate in PBS Level 1–4 Vehicle Monitoring scheme.
For the TMA PBS Vehicle Mass Monitoring Scheme (NSW), where an eligible vehicle will monitor mass and vehicle configuration, it must also be fitted with a TCA-approved Smart OBM system.
Transport operators can enrol vehicles in the scheme by contacting a certified Application Service Provider (ASP). If the applicable permit requires mass and vehicle configuration to be monitored, the ASP must also be certified to provide services for TMA with the Smart OBM feature.
Note: For the TMA PBS Vehicle Mass Monitoring Scheme (NSW), Transport for NSW will commence a transition period from 1 December 2022 until 31 May 2024 such that: – From 1 December 2022, any new enrolments of eligible PBS vehicles must be in this scheme of the TMA application only. From this date, eligible PBS vehicles must not enrol in a related IAP scheme or operate under ‘Interim OBM’. – If an eligible PBS vehicle was enrolled in a related IAP scheme before 1 December 2022 , it may continue its enrolment until 31 May 2024. Enrolment may be cancelled in the IAP scheme and commenced in this scheme of the TMA application if eligibility criteria are met. |
Data generated from enrolled vehicles is sent to TCA from each ASP. Reports are made available to Transport for NSW and participating local governments via the Telematics Analytics Platform (TAP).
