TMA Special Purpose Vehicle Monitoring Schemes (QLD)

About the schemes

Transport operators of eligible special purpose vehicles (SPV) can operate on approved SPV networks in Queensland under an applicable instrument of access approval, which is a Class 1 permit issued by the National Heavy Vehicle Regulator (NHVR).

One of the conditions of access to the networks is telematics monitoring of SPVs under the Telematics Monitoring Application (TMA).

SPV Monitoring schemes are made available by the Department of Transport and Main Roads (TMR), Queensland.

The TMA SPV Monitoring Schemes (QLD) available to be enrolled in are:

  • TMA Crane SPV Monitoring Scheme (QLD)
  • TMA Non-Crane SPV Monitoring Scheme (QLD).

Eligibility

To participate in a TMA SPV Monitoring Scheme (QLD), transport operators must conform with the requirements specified within the applicable instrument of access approval. Enrolment in the TMA application is one of these requirements.

How to enrol

Step 1 – Choose an Application Service Provider (ASP) certified by TCA to offer TMA services (see also Note below).

Step 2 – Assist the ASP with any information it needs to complete the enrolment process (for example, a consent agreement applicable to enrolment in the SPV schemes).

Step 3 – Your ASP will ensure the telematics device is installed in your vehicle and certified by TCA. The telematics device will generate position records and report them to TCA.

Note: For eligible SPVs in Queensland, TMR will commence a transition period from 1 July 2026 until 31 December 2026 such that:
  • From 1 July 2026, any new enrolments of eligible SPVs must be in these schemes of the TMA application only. From this date, no new enrolments for eligible SPVs will be accepted into an Intelligent Access Program (IAP) scheme.
  • If an eligible SPV was enrolled in an IAP SPV scheme before 1 July 2026, it may continue its enrolment until 31 December 2026. Enrolment may be cancelled in the IAP scheme and commenced in this scheme of the TMA application if eligibility criteria are met.
  • By 31 December 2026, all SPVs operating in Queensland must be enrolled in a TMA SPV Monitoring Scheme (QLD). All Queensland SPV enrolments in the IAP must be cancelled by 31 December 2026.

      Frequently asked questions

      If eligible vehicles are already enrolled in an IAP SPV Monitoring Scheme (QLD), enrolment may be cancelled in the IAP SPV Monitoring Scheme (QLD) and commenced in the applicable TMA SPV Monitoring Scheme (QLD).

      TCA will analyse data received through the TMA application and make reports available via the Telematics Analytics Platform (TAP). Access to these reports is controlled by TCA and shared with the appropriate Authority.

      Unless required by law, TCA will destroy the telematics data it has received relating to the transport operator’s nominated vehicle(s) 12 months from its receipt of the data.
