Road Infrastructure Management (RIM)

RIM provides a new way of collecting road use data from vehicles to better inform and optimise the management of road networks.

RIM is a low-cost application that monitors parameters of location, time and identity.

Analysis and reports can include aggregated and de-identified data, and show trends across a network.

Using telematics already fitted to your vehicle

Transport operators can use their existing telematics systems in RIM.

How it can be used

Road managers and planners may use RIM to gain a better understanding of road and bridge infrastructure utilisation to inform road infrastructure and network planning.

Road managers or regulators will advise when enrolment into the RIM application is required.

Telematics Monitoring Application (TMA)

The Telematics Monitoring Application (TMA) provides a flexible and cost-effective approach to managing heavy vehicle access using telematics.

TMA monitors parameters of location, time and identity of enrolled vehicles. Optional features include the monitoring of mass (with a Smart OBM system) and vehicle configuration, or the self-declaration of data through a user interface. Road managers or regulators will advise transport operators when enrolment of vehicles in a TMA scheme is required.

Limitations of TMA data

TMA is a Level 2 assurance application. Data generated from Level 2 assurance applications should not be solely used or relied upon for law enforcement purposes under the Heavy Vehicle National Law (HVNL).

Note: Only data collected from Level 3 assurance applications, such as the Intelligent Access Program, can be used as prima facie evidence for HVNL enforcement purposes.

Enrolling vehicles in TMA

Certified Application Service Providers (ASPs) can help transport operators to enrol in TMA schemes. A list of certified ASPs is available at the bottom of this page.

Some TMA schemes rely on telematics data from a telematics device and a Smart On-Board Mass (Smart OBM) system. A table showing existing pairings between TCA’s type-approved telematics devices and Smart OBM systems, along with their suppliers, is available on the TCA website.

Using telematics devices or Smart OBM systems already fitted to your vehicle

All telematics devices type-approved by TCA to Level 2 assurance can be used for TMA enrolments.

Transport operators can also have their existing telematics device(s) or OBM system(s) assessed or type-approved by TCA (if not already type-approved). Contact us for more information.

Intelligent Access Program (IAP)

IAP is an assessment application that manages higher risk vehicles and loads on the road network.

It monitors heavy vehicle operations against conditions of access set by road managers or regulators.

IAP monitors parameters of location, speed, time and identity. An optional feature is the self-declaration of data through a user interface.

Event reports are generated when a vehicle breaches location, time or speed conditions.

How it can be used

It is used to support productivity and safety reforms that require the right truck to be on the right road, at the right time.

Road managers or regulators will advise transport operators when enrolment into the IAP is required.

There are over 75 road network access entitlements monitored though the IAP application.

Vehicle enrolments for the IAP in Queensland, New South Wales and Victoria

At the direction of the National Heavy Vehicle Regulator (NHVR), TCA has assumed responsibility for administering vehicle enrolments for the IAP in Queensland, New South Wales and Victoria.
