About the scheme
The TMA PBS Vehicle Mass Monitoring Scheme (QLD) uses the Telematics Monitoring Application (TMA) of the National Telematics Framework.
The scheme is made available by Transport and Main Roads (TMR) Queensland to enable access of eligible PBS vehicles (such as A-Doubles travelling from Toowoomba to Port of Brisbane) on approved routes of the Queensland road network.
Eligibility
To participate in the scheme, transport operators must conform with the requirements specified within an applicable national or state PBS Notice, available on the NHVR website, such as the Queensland Class 2 Performance Based Standards A-Double (Toowoomba to Port of Brisbane) Authorisation Notice.
An applicable permit, also available on the NHVR website, provides conditions of travel for PBS vehicles that are required to monitor mass and vehicle configuration on stated areas and routes in Queensland.
A condition of the applicable PBS Notice and/or permit is that Operators of eligible PBS vehicles in Queensland must be enrolled in a scheme of either the TMA or Intelligent Access Program (IAP) application and must monitor mass using either:
- An OBM system approved by TCA to Category B or C (i.e. a ‘Smart OBM system’); or
- An OBM system that has been approved as meeting the requirements of the Queensland Interim OBM Mass Monitoring Business, Operational and Technical Requirements issued by TMR (Queensland ‘Interim OBM’).
Note: For the TMA PBS Vehicle Mass Monitoring Scheme (QLD), TMR will commence a transition period from 1 December 2022 such that: – From 1 December 2022, any new enrolments of eligible PBS vehicles must be in this scheme of the TMA application only. From this date, eligible PBS vehicles must not enrol in a related IAP scheme or operate under ‘Interim OBM’. – If an eligible PBS vehicle was enrolled in a related IAP scheme before 1 December 2022, it may continue its enrolment until 31 May 2024. Enrolment may be cancelled in the IAP scheme and commenced in this scheme of the TMA application if eligibility criteria are met. |
How to enrol
Step 1 – Choose an Application Service Provider (ASP) appropriately certified by TCA to offer TMA services. Assist the ASP with any information it needs to complete the enrolment process. If the applicable permit requires mass and vehicle configuration to be monitored, the ASP must also be certified to provide services for TMA with the Smart OBM feature.
Step 2 – Your ASP will ensure the telematics device is installed in your vehicle and certified by TCA. The telematics device will generate position records and report them to TCA.
Step 3 – If the applicable permit requires mass and vehicle configuration to be monitored, eligible vehicles must also be fitted with a TCA-approved Smart OBM system. The Smart OBM system used in the scheme will generate mass and configuration records. Confirm with the service provider that a Smart OBM system is installed on the prime mover and trailers and is paired to operate with that certified service provider. The ASP will report data records and enrolments to TCA.

Frequently asked questions
TCA will analyse data received through the TMA application and make reporting available via the Telematics Analytics Platform (TAP). Access to reporting is managed by TCA and shared with the appropriate authority.
Unless required by law, TCA will destroy the telematics data it has received relating to the transport operator’s nominated vehicle(s) 12 months from its receipt of the data.
