Different Levels of Assurance

TCA approves providers wanting to offer applications through the National Telematics Framework. A provider may offer multiple applications, and these are approved according to the level of assurance.

The following table gives a summary of the areas of assessments by TCA, based on the level of assurance being sought.

I’m a new service provider and would like to offer an application through the National Telematics Framework

If you are a new provider seeking to offer an application/s of the National Telematics Framework, you’ll be assessed against specific areas, including:

  • Data transfer
  • Business capability
  • Functional and technical capability.

The level of assessment performed by TCA will depend on the level of assurance (LoA) that may apply to the application/s.

Assessment for different Levels of Assurance

TCA’s type of assessment will depend on the level of assurance (LoA) you’re seeking as a provider:

The following are details of each area of assessment:

Data transfer

We’ll assess data transfer requirements, based on the Telematics Data Exchange (TDE) that describes the standard methods and mechanisms for the transfer of telematics data between entities. For example, we’ll assess:

  • Your ability to send and receive data in the specified format
  • Secure transfer of data.

Business capabilities

We’ll perform a risk-based assessment of your business capabilities (depending on the level assurance), which may include a review of your:

  • Financial stability
  • Reputability
  • Governance
  • Integrity
  • Any conflicts of interest.

Functional and technical capabilities

We’ll perform a risk-based assessment of your capability to meet our functional and technical requirements (depending on the level of assurance). For example, we may assess your:

  • Hardware
  • Software
  • Business processes
  • Quality systems.

I’m an existing service provider and want to offer an application with a higher level of assurance

When moving from a lower assurance level to a higher assurance one, there are increased levels of assessment, as well as costs involved. This will depend on the current level of assurance for the application/s that you already offer through the National Telematics Framework (if applicable), and the level of assurance for the application/s you wish to offer:

* Level 2 assurance applications need to use telematics devices type-approved for Level 2 (or greater).

** Level 3 assurance applications need to use telematics devices type-approved for Level 3.

Note 1: Costs are subject to evaluation by TCA for each service provider request. A firm estimate be provided during the application and checklist stage, based on the complexity of assessment required.

Note 2: The review and testing stage will be determined according to the specific application/s that the service providers seeks to offer.

Costs to existing providers in offering an additional application, or moving to a higher level of assurance, will be subject to evaluation by TCA.

I’m an existing Level 3 service provider and want to offer an application with a lower level of assurance

As an existing service provider of a level 3 application (for example the Intelligent Access Program (IAP) or Intelligent Speed Compliance (ISC) through the National Telematics Framework, you are automatically eligible to offer:
